After giving it thought, I am ruling your invalid due to no entry being rec'd from your LocSec.  I have no indication anyone in your chapter other than you wishes to enter your group's website in PRP.  FYI, I read the agreement you referred to; it appears to be basically what you says it is.  And yes, there IS a March calendar on the site, though it is not apparent how to get to it (clicking on Activities on the homepage doesn't get you there).  But those considerations cannot overcome not following the rules.

It may very well be that your group has leadership problems, but instead of that being a reason to allow your entry, I consider it an indication you should have started preparing it sooner, rather than waiting until the last day. I t wouldn't be fair for the groups who DID follow the rules (a couple of whom DID manage to send in entries from BOTH the webmaster and LocSec on March 1).

If you disagree with this decision, you can the matter up with Tyger Gilbert, AML Communications Chair, the AMC officer who oversees the PRP.
